According to the Municipal Corporation of Delhi (MCD, now NDMC), Registration of birth is mandatory. Even if it wasn’t mandatory, a birth certificate is something that acts as an ID proof for a baby till they get into some School (it is now mandatory to produce birth certificate to get Passport too). If the delivery happens in a Hospital, hospitals themselves are required to register the birth and submit it to the corporation. If the delivery happens some where else, the head of the house should approach the Citizen Service Bureau or Vaccination centres or any of the Birth/ Death registration centers present in the corporation limits with in 21 days of the birth.
Fees for late registration
In case the registration has not been done with in 21 days, the following fee will apply:
Registration after 21 days but before 1 month – Rs.5
Registration after 1 month but before 1 year – Rs.10 (requires the permission of registrar)
Registration after 1 year – Rs.15 (requires permission order from the Area Magistrate)
For all the above fees, a service charge of Rs.5 will also be applicable.
Since a child may not always be named immediately after birth, you are given 1 year time to register the name of your child by visiting any Citizen Service Bureau. Registering name after 1 year but before 15 years attracts late fee.

Obtaining birth certificate
After registering the name, the birth certificate can be obtained from the same Public Service Bureau.
If the initial birth certificate is lost and you want a duplicate birth certificate, you can approach the CSB’s and obtain the same by paying a fee of Rs.20.
Municipal Corporation of Delhi is also planning to implement an online system where users in MCD range can order their birth certificate online which will be delivered to their postal address through courier.
Update: Residents of New Delhi Municipal Corporation can now submit online application to get birth certificates, to add childs name or to make corrections. Please visit bit.ly/mcdbc and fill the online form, download it and submit to any concerned office near you (you can see the addresses in the same page). For birth certificate, one needs to attach discharge form of hospital (not required in case the birth happened at home) and a proof of residence.
