Possible solution for the Telangana trouble

Foreword: I’m born in Telangana but I don’t see separate Telangana as the solution, at this moment.

Now that the state assembly has been adjourned sine die, we can expect the agitations to be decreased a bit. Can we?

Since all the legislative members will be back to their constituencies’, there could also be an increase in the agitations in the gram level.

What could be the solution for this?

A separate Telangana is what the legislators from Telangana want and a United AP is what the other group demands (keep aside the people in both cases).

A statement from the centre that the process will continue will only mean more law and order problems in Andhra and Rayalseema. A statement to withheld or withdraw the process would make the same issues arise in Telangana.

It is clear that some (or most) of the promises or policies made in the Gentlemen’s agreement of Andhra Pradesh 1956 were not met by the Government’s since then and hence the agitations.

In this scenario, it’s a great time for the Pro-Telangana people to sit for talks with Anti-State division group and make their demands in the line of the earlier Gentlemen’s agreement. After all, all that TRS or a Pro-Telangana group wants is to use the Telangana resources for the people of Telangana. Make your demands, all those things you would do if you got a separate state. And make a condition that as and when the promises in the agreement are not followed, we want our state to be separated.

There is a big difference to an agreement made in 1956 and 2009. There was no television or media then. There was only an All India Radio and hence the agreement facts didn’t reach people. But it isn’t the case now.

Remember, the only outward demand of Andhra and Rayalseema people is to stay united. So there should be no reason why they shouldn’t accept your demands or sit for the talks.

If the TRS or any Pro-Telangana group still want a separate state or the Pro-United Andhra group still demands for United Andhra Pradesh blindly, one can easily smell some personal agenda’s, which can then be severely criticized.

Fazal ali khan in his report has Used teh wrod bacwardness for telangana region becuase of its less education and water , electricty , transport facility before 1956but today i would give few examples here whcih show that lot of improvemnet is there and no commite will give today report as backwardness .

The avearage 58.1 . The inidan avarage is 64 % which the “AP” has never met .when the stae has been formed in 1956 telangana region had an avarage of just 16% .so there is no doubt improvemnet is tehre in telangana .the Politicians are just saying some thing wrong info to the people whcih is not correct .

Yes for Adilabad and warangal districts eductaion should be free since there is very low % .If psoible commite needs to be there and mesaures for imrprovemnet should be made in both the districs.

The solution should be like win win negotiation.

Seam andhra people have no wright to protest telangana but they have all right in protesting the change of their capital from hyderbad as it was the capital of andhra pradesh from 1956 . hence the soution was already decleared by chidambaram .

The process of telangana would be initiated –this was made by chidambram so no doubt telangana would be formed . Telagana people can be happy but again he ha ssaid would bring consenus and take teh steps for all regions being happy which sugest me that there are going for union teritory stauts for hyd like that of chnadiagrh .

out of ebvery 1 rupee earned in hyderabad , 20 paise would be for hyd devolpement and the rest would be divided as per the population in telangana , rayalsema , costal andhra .since the devolpment of the capital has taken place from the three areas sacrificng their regional devollpement .

Thanks Mr. Sriraj for the reply. I was interrupted while completing my mail.Now I have to tell without which my reply would be a completed one some other things pertinent regarding partitions of states.

Very recently I read about some article in the Net regarding history of partition of states on several demands of time.But some are considered flimsy and some justified in the eyes of people and politicians.which is what God only knows.Everybody has his own thinking and ideology of justification. so far so good.This what I readparLets take partition of Nagaland. Even after partition the state is not on progress.There are several tribes who do not see eye to eye.Each have different tribal values/systems and ethnic cultures. And two prominent groups demand further partition of the state to suit their demands.What is the status and contribution of Nagaland or any small states to the economy of India.Its an example only but not against naming any state.But still they want further partition.Are their reasons flimsy or justified? Who knows it? The same thing will happen to all the states and demands for 15 more states at present is on card if Telangana is declared. But this will not end at that. Many more regional places are thinking to raise the alarm for statehood. This is the future reality. The telangana issue will open the Pandora;s Box.So those who delighted in having a separate Telangana be prepared for also for demands for partition as North Telangana at Adilabad,western region at Warangal(it being the Capitol of Kingdom of Kakatiyas) and any other place considered deprived of prosperity and quote the same reasons the politicians of now do.This is neither cursing anybody nor apprehending.This is future prophecy only seeing the mentality/self centeredness of the people. I will not blame leaders.
leaders come from people only. I think it is pertinent to cite say one example. this is regarding selfishness of people in general only but not against any particular region. When Mr. Jayaprakash Narayan contested elections with a clear manifesto to ‘ eradicate corruption from public offices , give primary health and basic education to the masses etc etc’ why his party was not given a chance to try/see his commitment? Because people themselves are selfish. The agitations by leaders are also like that.More than politicians playing on the sentiments/emotions of the people,equally people became selfish.The topics are endless and controversial as well. But I end with some facts.
Hyderabad became one of the addresses of IT in India and of Microsoft in the world.
Bangalore as well as Chennai became addresses of IT also.Ameerpeta to America is the slogan/aim of the IT aspirants. Many MNCs compete to have their presence in the above places.
Many patients from the rest of the world, even Americans come to the above cities for treatment for various diseases. They become places of Excellence.Had this been possible if not there been congenial/peaceful environment.
Time is healer of many wounds and generator many bruises.
one should understand this.One will understand this in one’s life only.
One good or bad decision will alter the destiny of a person as well of the state/country.It will have its consequences.This is like epidemic/virus. It spreads.

Perfectly said Naren. I see no reason to disagree with you in this regard. I also remember when JP said once that ‘these states divisions will continue till eternity. If the reason for separate state now is Backwardness of Telangana, the next reason could well be based on caste, community etc, like separate state for BC’s, Reddy’s etc (Having said that I’m not idolizing JP in any way, I heard so many negative comments against JP after 2009 elections in his own Kukatpally constituency).
Second, separate states can be fruitful. Consider this, Raipur is the capital of Chattisgarh which was torn from MP (capital is bhopal). Today Raipur has many multiplexes, Many Malls, many businesses turning towards the city and Bhopal on the other hand is the same old city without even one Big Mall.
At the same time, the naxals have doubled in Chattisgarh, compared to before. Now considering that Telangana borders Chattisgarh, I’m terrified to think of a separate state. After all smaller states only mean smaller military power.

Keep aside the solution for a minute, I find the traits of Telangana leaders from TDP, Congress very strange.
Let’s be clear, it’s only from 2004 that the Telangana issue came into politics materially (keep aside the ‘udyamam’ from 50 years). Where were these T state leaders (from both congress and TDP) before 2004? Enjoying all the Government and ministerial privileges and now behaving as if it’s them alone who fought for Telangana.
In telugu, they call this ‘Avakasavaada rajakeeyalu’.
Needless to say the behavior of leader from Andhra region. Why Didn’t they know the voices of their constituencies before making telangana as part of their election manifesto?
It’s these kind of idiotic politics that make me think that India should go for a single party rule like China. But that is highly unlikely and dangerous to even think off.

Perfectly said. I’ll translate that Telugu word to English, it’s called ‘Opportunistic politics’.
Actually dividing states only mean birth to more regional parties and that is seriously dangerous for ‘Democracy’. Let Democracy prevail.

We have more freedom than required in a sense.We can not rule ourselves with discipline.WE will colour everything with muddy politics,everybody at his level.Thats why we are far behind many European countries, even China and South Korea.Shangai the commercial capitol of China is an excellant example of progress far away from kind of petty Indian politics of caste,creed,etc or groups of religion or region.The truth prevails.Who afford honestly will progress. Even Singapore,Malaysia,Taiwan or Saudi Arabia or Dubai are best examples of success of Business and prosperity.Our governments , leaders and people should raise above politics or there is no better future for us.

I find this an useful forum to express myself:
I appreciate Mr sriraj for having unbiased views on this subject.leaders on both sides of Telangana and Andhra as well as people of these areas with raised passions and sentiments fighting(verbally) equally.I put forward my views and some facts on this:

1.In some cases Gentleman agreement is violated. one conditions is When CM is from Andhra Deputy CM is from Telangana or vice versa. Please any one can give me the list of CMs and deputy CMs right from 1956 to know how many times the clause is violated? and who has violated more times?

2.Regarding water usage( lately I write this already) and different opinions on this: Most of the agriculture areas in Telangana adjoining the rivers of Krishan and godavari rivers flow should be lift irrigated and the power/electricity expenditure of lift irrigation heavily outweighs the revenue generated from the agriculture produce per acre. This is said by Mr Jayapraksh narayana in a debate on a News channel. Recently Mr. Vundavaali Arun kumar also stated that without free power to farmers ie, if taken in real terms of economical viablilty, it is highly impossible to lift irrigate the agricultural crops in the areas said above.All who want to know the real facts and practicality please check with the experts IN Agriculture engineering/irrigation.Dont take my word. please try to know the facts.
Regarding irrigatiion of crops in delta areas of Rivers of krishna and Godavari in Andhra region it does not require much expenditure since they are using the water going waste in the sea. The Cotton Barage and Rajahmundry and the Prakasam Baarage at Vijayawada both are to stop and utilise the water going waste in the sea.

Regarding Recruitment to the subordinate posts in the telangana area it should be treated as one unit and If Iam right this preference be given them for FIVE years only.I repeat FOR FIVE YEARS only.That too in suboridnate class jobs. NOT IN OFFICERS CADRES .Any one May Please clarify on this.

The other one is Mulki Rule : Domicile of 12 years in Telangana areas only be eligible for these posts.This rule was important.i SUPPOSE this Rule was Violated earlier But given the conditions where Many of the jobs in recent days in the Government Like Municilipalities, Electricity billing offices, local bodies etc are being contract based. Most of the jobs are generated in the Private sector and especially MNCs only.I believe MNCs do not follow any reservations.They see merti and theri conditions. And also this issue is contentious only in the area of Hyderabad and too in Secretariat only.Regarding jobs in rest of Telangana this does not generate much debate since migration of people to these areas for job purpose is rare. .Regarding jobs in secretariat ,this shall be viewed as the office of Capital of the State but not as a part of Telangana only.Anywhere in the world or India in capitols of other states also, the rule is people of the state can seek and get employment in the secretariat.If it is not true please any one clarify with any facts available with them.
I think this issue of 610 is blown out of proportions only.May be i am wrong.
Regarding Utilisation of surplus funds generated in telangana area I am not the person to discuss. Because it rests with figures and statistics with AP government. But recently Mr. Vundavalli Arun kumar said the if any debate comes in parliament he had the facts with him to prove that the same is not violated always.

As far as the Chief Ministers of AP list goes, I can tell you that we had 14 different personalities as the CM of AP (after forming Andhra pradesh, by merging Andhra and Telangana). Out of which only 4 persons were from Telangana region.
PV Narsimha Rao (Karimnagar) – 1971 to 1973
Jalagam venkata Rao (Khammam) – 1973 to 1978
Marri Chenna Reddy (Hyderabad) – 1978 to 1980 and 1989 to 1990
Tanguturi Anjaiah (Medak) – 1980 to 1982
And the rest were from erstwhile Andhra region.
I’ll also try and find out the Dy.CM list and see if the policy is violated.

Actually this is what Mr.Nehru said at that time in principle. The SRC committee opposed the joining of Hyderabad state with Andhra. But pressures from leaders like Potti Sriramulu etc made the merger possible. Nehru said that ‘as and when the Andhra state doesn’t follow the policies agreed upon, the state must be divided’.
And so it should be.

Yes, it should be. But how many people know about the agreement made then? So make a strong agreement now and let all the people from Andhra know about its policies to avoid similar situation in future, if need arises.

What is the guarantee that leaders in telangana would work for the wellness of its people? Considering it’s the same congress, tdp and trs parties that would be in telangana.If something of that sort happens T people are left with no help at all

Another solution
Accept the resignations of the MLA’s, dissolve the Government and go for elections. While doing that let the parties/contestants take a firm stand on whther they want a telangana or they are against it. This would also throw out the dual roles that some parties are playing now.

I stay in Hyderabad but my parents came from vijayawada 25 years ago.So I think i belong to telangana.But i am against separate telangana too.

I cannot see any more chaos in the state. Sentiments of people are uncontrollable and if any one plays with that, the present situation is the best example of its consequences. And what about the people sacrificing their lives for either of the causes?
It’s a shameful situation for everyone.
